What Was Done vs. What Should Have Been Done

Nationwide, total venture investments over the last 2 years are believed to have crossed the $25B mark. According to the Atlanta Business Chronical, over $800M of venture funding from all over was invested in GA companies in 2015, up 70% from 2014.
Meanwhile Atlanta area VC firms have announced the intended raise of more than $300M. Though not easily tracked, the total angel investments over the last two years in the Atlanta area alone is believed to be in the $10’s of Mil.
So with more money going in, are we the investors also getting smarter with the money, both before and after the investments are made? And from an entrepreneur’s point of view, what do the economics and incentives look like among and between angel and VC investments.
